How to enable developer options in locked tecno w4

I have failed to enable developer options since I tried to bypass the google account verification in techno w4.how I can do to unlock my phone? Please help me!

Why are you trying to bypass the Google account verification? ....Which incidentally cannot be done.
Why do you wish to enable Developer Options? What are you trying to do via that?
