Why do my pics rotate when i try to open in Windows Photo viewer no matter how the pic is taken?

When you take a picture, the camera records into the EXIF data of the picture which corner is the logical top-left corner.
Some apps will read this data and properly display the image.
Some apps will ignore the data and display the image incorrectly.

Some picture editors will physically rotate the image to that the logical top-left corner is in the physical top-left corner so that all image viewers will get it right even when they viewing app ignores the EXIF data.

Some website, like Facebook, purposely remove all the EXIF data of uploaded images which will often cause the images to be displayed wrongly.

One would think that if the EXIF data is still in the image then Windows Photo Viewer would do the right thing since this is no longer the 1990s.
