Welcome to Android Central! If you're talking about photos that were backed up to your Google Photos, open your Google Photos app, tap the photo, and tap the garbage can icon. Or go to photos.google.com on your computer browser and delete the photo there.

Since you have unlimited storage of photos in Google Photos (as long as they're backing up at High Quality, and not Original Quality), you don't have to worry about running out of storage in the cloud. You could just free up local storage on the phone -- open Google Photos, tap Menu>Free Up Space. This will detect which locally saved photos have already been backed up, and delete them from the phone only.
