I have a Galaxy J-3 and I'm trying to find out if this is something that I have to have or if I can delete it out of my downloads and not lose anything

Welcome to Android Central! It's a downloaded file? What file format is it? If it's in the Download directory, then there shouldn't be any harm, since no crucial app data would be in the Download directory.
