Is there a way to cast audio stream from VLC player to a tv?

Technically it's not a matter of you being able to install something like the cast button into the app, that happens in the developer side where they add something like Chromecast support into the app itself. Then, like in your case, when you install the VLC app on your mobile device, whenever it detects something like a Chromecast on the same local network, that cast button will be showing. So first you need to get your TV connected to your home network. Newer TVs often allow wired and/or wireless connectivity, or you can use a WiFi dongle like a Chromecast or a Roku.
