How do i bypass the original owner screen?

I have a Samsung Galaxt Tab 4, 5.1.1, 16gb, SM-T337A
i restored it using a stock firmware once using odin (once i installed all the correct drivers) and it worked for me, i used it then i wanted to reset it to get my account off of it and it went right back to the original user login screen.

i do not have a samsung account nor an att account
why did it work the first time but not this time?

Did you do the reset via the Android Recovery menu rather than through your phones Factory Reset?
