How can I turn my data on?

I have a Motorola Moto E 1st. generation running kitkat 4.4.4. I go to Settings>Data Usage and there is supposed to be an option to turn Data on or off, but it isn't there. I went into Wireless & networks> Mobile networks and checked Data enabled, but I still can't find a way to turn it on.

You sound as if you know what you're doing so I hesitate to say this, but are you looking under wifi data usage rather than mobile?
