It probably is more to do with the low light conditions. That will switch the camera settings (shutter speed, ISO, etc)

Yes, the flash will reduce the shutter speed, in auto-exposure mode.

The camera most likely will use the flash to add light so that it can lower the ISO value to improve the image quality. Since this will be in a low light situation, the shutter speed is already going to be low any way.

Since your phone's flash is a continuous light, you have the option of going into manual exposure mode and picking a higher shutter speed, but you will also need to pick a higher ISO value since the flash on the phone is quite weak.
