why i can't use the half of my internal storage?

it's said in the box, shown in the settings of the phone and even in the file manager that my phone has 16gb rom of internal storage. But the problem is every time i reach the half of my internal storage it says "insufficient memory". When the free space was only at 7.95gb i can't install apps and put any music, movies or any kinds of file. It's like i only have an 8gb internal memory. I already tried factory reset but nothing happens.

That doesn't include os which takes up subs space. With that said, 8gb seems a little low. I would contact the manufacturer

what do you mean by subs space?. when i get the phone the free storage was already 12gb out of 16gb which means that the os already takes place. I have 7.95 AVAILABLE space but i can't use it in any way how come it is available?

Unfortunately today, when manufactures state the capacity is 16GB they advertise a GB as exactly 1,000,000,000 bytes.

A true GB has 1,073,741,824 bytes. This is equal to 1024^3. So In the 16GB case,
16,000,000,000 / 1024 / 1024 / 1024 = around 14.9 GB of actual space.

Then the OS + all the stock apps take up around 5GB (more / less) depending on device. Which means the actual buyer only has access to around 10GB or less of space :)

Regarding your ability to not access the 'rest' of the store space. Did you purchase this device from a reliable source? Sometime you can buy flashdrives that indicated 2TB in size but they only hold 16. Normally from China.

All I can think of, is that your phone only really has 8GB. Since you reformatted and still got the same error. If the device came from a reliable source, I would take it in for repair and try claim the warranty (if you have)

I bought it from a delivery site that's why i think i can't contact the manufacturer directly

It's very common for the available storage for a 16 GB device to be closer to 8-10 GB, depending on how much bloatware is preinstalled. The OS usually takes up about 3-4 GB. This is how all devices report their specs -- and yes, even iPhones do this (although without the bloatware).
