Why wont my android phone wont turn on because a red light wont go away?

It wont charge either.

Flat battery. Broken charger. Faulty dead battery. Faulty charging plug. Software crash..
Could be any one of those. Troubleshoot : try different charger. Try same charger on different device.
Plug into pc with usb. Does it work?
