Why does phone audio not work over Bluetooth on my Galaxy S6?

My Galaxy S6's Bluetooth functionality works fine for media audio, but doesn't work for phone audio. I've tested it with several speakers, headsets, and cars, same result. And I've tested my girlfriend's old iPhone with at least 1 device, and it works fine.

I've reset both devices, including wiping the cache, Bluetooth cache and partition, even a hard reset, and upgrade to 7.0. Neither Android Auto nor MirrorLink work for phone calls either. Needless to say, Samsung's support has been unhelpful.

Welcome to Android Central! If you go to Settings>Bluetooth and tap the gear icon next to the Bluetooth device, does it show that Phone Audio is checked on?

Yes, it does. I've tried turning it off then on, both on the car side and on the phone side. I've also unpaired then re-paired.
