I have all my photos on my S7 synced with Samsung Cloud. Can I view and download these photos on my laptop via the cloud?

If not, what would be the best way to sync and download photos I take on my phone to my laptop?

The Google Photos app will allow you to backup and sync your phone's photo library into your online Google account. You can continue to use the Gallery app as your photo manager or use the Google Photos app as an alternative photo manager, and either way as long as Google Photos' backup and sync function is enabled you should be OK. (Keep in mind that the first time you set it up, if you have a really large number of photos depending on your average bandwidth speed it might take quite a while to upload everything.) Whenever you take some more photos, or if you edit/alter your existing photos, this will then be automatically synced to your online Google account.
To access your photo library online from your laptop, just go to https://photos.google.com and log into your account (unless you're already logged into it). If you edit any photo(s) while you're online, the changes will also be automatically shown in the Google Photos app on your S7.
