How apk gets distributed in stage rollout?

We are publishing a new version of the app using stage rollout. What will happen to a new user if we roll out it 50%? Will 50% of new user get the old apk?

Yes, some users will get the old APK until the rollout gets to 100% availability.
Anyone who already has the old APK installed and is still scheduled to get the old APK will simply see no update available.
