Hi pls my Samsung s4 had a short cut and refused to start again also technicians said it's completely distorted but the main problem it's fully saved with contact phone numbers and unfortunately it's not saved on gmail so pls is there any way to restore my numbers again because it's too urgent.thxs alot and I'm reallreally disappointed

As you didn't want to have an automatic backup to your online Google account, if you didn't set up some kind of manual back up solution there's very little you can do about retrieving your lost contacts. Hopefully you'll be able to rebuild a contact list from your email and texting accounts but if there were entries that only existed on your phone they're probably lost. Don't take this as any kind of direct criticism but consider this as a lesson to be learned -- smartphones simply cannot be relied upon as any kind of long-term storage, backups are really, really important.
