My Galaxy 4S phone has the following problem

1) Start phone Galaxy Welcom Below is a "accessibility" box and a "NEXT" box
2) Press "accessibility" Result: Accessibility shows now in a green box.Pressing the box
shows no action.
3) Press NEXT box.NEXT box shows now in a green box,pressing it gives no reaction.
It seems to me the phone freezes as I cannot do anything
Power Off: Power off button is in a green box as well and phone does not power off.
