foreign Sim won't install network settings while Abroad

[AC Question]

My factory unlocked s7 edge will not work with the foreign SIM card (Vodafone). I put in the SIM card and it says it is installing network updates immediately then just spins saying "Please wait". I have waited hours and it doesn't work. I tried doing a hard reset, restarting, and resetting network settings. The weird thing is when it is circling it can receive calls and messages so the phone is connected to the network, it just doesn't stop the "please wait"screen. I can't even do anything on my phone while it's in this stage. If I take the card out it work so fine, and I previously used a US SIM card with no issues. Please help, I am out of the country with no cell service!
