I noticed that I accidentally deleted some photos when I was looking through them earlier and I wanted to somehow get them back. Of course the stupid me, went and downloaded a program (Dr.Fone) that was "supposed" to retrieve them back. But, an error occurred in the middle of it and I needed to restart my phone. The phone went past the initial Samsung Galaxy S4 logo and proceeded to the other "Samsung" part where blue sparks or whatever come from behind the logo. Then it's just stuck there and I can't do anything. I'm able to boot into recovery and download mode, and I have already tried wiping the cache partition. Nothing seems to work. PLEASE HELP!!!

Welcome to Android Central! Are the photos saved to Internal Storage or the SD card? If the former, then you're probably out of luck. You'd need to root the phone to retrieve deleted photos from Internal Storage.
