Was given a alcatel fierce phone and did factory reset

Phone asks for a googl e acct and password i entered it and now it is asking for a googl e acct that was already used with the phone how can i by pass that

You need to contact the person who gave/sold it to you. The phone probably had FRP (Factory Reset Protection) enabled before they wiped the device and as such, the only way to wipe it is to have the credentials from the Google account that activated the FRP. You can read a bit more about this here:
