HTC One M9 in bootloop and can't access recovery mode

So one day my phone was being slow so I decided to restart it. When it turned back on, it went into a boot loop. I let it run for a bit but then I decided to try going into recovery mode. My volume up button doesn't work for some reason so I held down volume down + power which takes me to download mode. I have the options of system info, show barcode, reboot to bootloader, reboot to download mode, reboot, and power down. When I reboot to bootloader, the top of my phone says *** Software status: Modified ***. I think this might be relevant because I never rooted or unlocked my phone or something like that. When I try to go into recovery mode it shows a black screen with the HTC logo in the center. Then at the top there is red text that reads:

"Failed to boot to recovery mode
Press volume up or down to back to menu"

I have no idea why this is happening and I don't know how to fix it. And again, my volume up button doesn't work. Please help.
