    I did a factory reset on my at&t htc m9 now it's asking for a pin? Is there a generic pin I can put in to unlock my phone?

    Welcome to the forum. Short answer is no, sorry. Some phones will reset after an incorrect PIN has been entered several times, but you're already past that. You can try to go to Android Device Manager via a PC and see if you can reset the PIN from there.

    Bring the phone to your local AT&T store. If they can't help you (you'll probably have to speak to the manager), ask where the nearest Device Support Center is. They have more technical people. (There should be one nearby.)
