Why can I use data, but not make/receive calls/texts on verizon?

AC Question

I purchased an international unlocked version of the Moto Z Play while living in the UK. Upon returning to the US I reinserted my Verizon sim card and have found that I can use data, but cannot make/receive calls or send/receive texts. I spoke with a Verizon associate and neither of us could make any headway on figuring this out. We did however isolate the problem to the phone, as the sim card works perfectly in other devices. Has anyone else experienced this or have any ideas on how to solve this problem?

It appears only the USA version possesses the CDMA radios to connect to Verizon's voice network. Motorola Moto Z Play - Full phone specifications

Without those radios, no voice connection (for now, rumor is Verizon is working to kill those in the next few years and run completely on GSM LTE bands).
