Note 5 won't turn off wifi calling.

I have recently developed an issue where my Note 5 is trying to use wifi calling when i make or receive calls while the wifi is on. The problem is i don't have wifi calling enabled. the calls go through, but i can't hear the other person, and they can't hear me (they describe it as "static" or "alien sounds"). when i turn off wifi, i can immediately make and receive calls normally.

i have gone through all the settings, and so far i've only found the 1 switch for wifi calling, and wifi calling is off. i have reset wireless settings to no avail. it's as if there is a super secret switch for wifi calling, it has been turned on, and now i can't turn it off.

i have an AT&T phone which is on the T-Mobile network. neither carrier has been helpful.

i haven't found anyone else with the issue, yet, so i'm hoping someone here will have an idea.
