Hi and welcome to Android Central. Have you contacted the government agency which provided the phone?

Welcome to Android Central. Not sure how much we can do with your question as we don't have any dealings with the government or mobile network carriers. If the phone was provided by the government there should be some identification on the device.

If you need additional help or have more questions or details to share, please join the site so you can reply in this thread. See this link for instructions on how to join Android Central.
