Nothing is responding

[AC Question]

On my Samsung galaxy tablet, nothing is responding. The touch screen responds but nothing else does. For example, I go to youtube. It loads then gives me a message saying google play services is not responding. It's the same the for all apps, even settings. I tried to factory reset, but it never left the shutting down screen.
