Recently some photos were transferred from Samsung s8 to my c9 pro phone. Some of the photos say "no apps available to complete this action" what apps would I need to complete the action?

Welcome to Android Central! What file format are those photos in?

The photos are in jpeg format. However when I open photos, I get a small icon on the right hand top corner and when I click on that, I get this msg 'no apps available to complete this action'.

How are you opening the photos -- using My Files, or some other app? Can you show us a screenshot of the icon? [GUIDE] How To Post Screenshots on Android Central - Android Forums at AndroidCentral.com

    I agree, this is odd.
I have the same issue from a photo I think I took on my s5. No idea what the star is for, can't find any info on it anywhere. When I tap on it, that message pops up.
I think it might've been a gif or something?

That looks like it's a set of burst images and the one displayed with the star is the favorite or best result chosen by the phone.
