why is my phone showing two different times?

When i decided to reset my phone, I saw that the time was wrong, so I went to my settings on my Samsung to fix it, and it wouldn't work. It shows a completely different time on my lockscreen and home screen, then it does on the very top, where it usually shows the time.
 
Welcome to Android Central! Which Samsung device? When you go to Settings>Date & Time, what is it set to there? Is there an Automatic Date & Time option?

Do you have a 3rd party lockscreen app installed? Or is there an option to display world times on the lockscreen?
 
I have just the same problem and can't find a solution. While on lock screen the phone time stops to update. It shows the correct time on the lock screen and in settings, but not in the right upper corner. The system uses the incorrect time for time stamps and alarms.
It's not time zone related, restarting the phone, nor turning flight mode on and off, nor switching between manual or automatic time, nor uninstalling ram anagement apps solve he problem.
