My samsung tablet has apps installed on safe mode that aren't there normally and I can't disable or uninstall them. When I try to restore back to factory settings it doesn't clear everything from my tablet and it won't let me clear the cache. What can I do?

Welcome to Android Central! Which apps are you referring to? Are you sure they aren't preinstalled bloatware?

I believe these are pre installed apps or system applications. Pre installed apps, try to install CC cleaner from Google Play to uninstall those.

PS: Careful uninstalling system applications, might affect device performance.

    Cheers.
