Can I charge my samsung galaxy s5 with a usb 3.0 port?

Yes, USB 3.0 is backward compatible with USB 2.0 but you will only get the USB 2.0 speed and power transfer.
If the actual port is broken, it doesn't matter what cable you plug in, it still won't work.
