Samsung Galaxy S4 Verizon not recognizing international SIM cards. Verizon -the phone is unlocked!!

I just moved to Rwanda and was hoping I could use my old Samsung Galaxy S4 from Verizon, but when I set up the new SIM card I get a message that says "SIM card is not from Verizon...." I have tried setting the phone to "Global" and I tried "GSM/UMTS" with no luck. I have contacted Verizon and they were not able to help. The new carrier is also not showing up in the APN section. The new SIM card works in other phones and I have seen multiple threads on Verizon's website with similar problems with this phone and other international SIM cards. I am at a loss. I just spent a bunch of money repairing this phone so I could use it a couple years while in Rwanda to avoid buying a new phone which would become a liability. Can someone help with a work-around?
