I had acquired a Chinese malware that defeated my attempts to delete it. It would reappear after factory resets, turn on my wifi and download various apps.

So I rooted the tablet and deleted everything I could that appeared to be related to this malware. It did not work. I got mad and deleted every APK file I could find. In hindsight that was too much. The tablet will now not reset or start past the Asus name.

Because it will not start, I cannot figure out a way to connect it to my PC. Is there any way to install an OS on this tablet???

You'll have to reflash the ROM. Frederuco's Guide to Root and ROM the TF101 may help you.
