cannot recieve downloads in my messages

receive tx or messanger with downloads but nothing will download, WHY very frustrated

That could be your phone or your carrier. Bring the phone to your carrier, with some messages still there for you to download, and ask them for help. (If they know their MMS server isn't working, they'll explain the situation to you and that's the end of it - until they get it fixed. If it's the phone, and it's still under warranty, they'll probably replace it.)
