Welcome to Android Central! It sounds like someone owned the phone prior to your obtaining it. If you do a factory reset without first removing the Google account properly from the phone, that's considered an unauthorized factory reset. After the reset is done, the user will be prompted to enter that previous Google account and password. This is intended to discourage people from stealing a phone and doing a simple reset to make it their own.

Try to contact the previous owner and let them know they need to remove their account properly. If you can't meet in person, it might be tricky to convince them to give you their password over the phone.
