PC does not recognize phone

[AC Question]

Hey everyone, my PC is not recognizing my phone, it charges but does not show up if I try to acess it. It gives me a error in the device manager. "A request for the USB device descriptor failed."
I've tried different ports, pc's and usb cables.

Welcome to Android Central. Have you enabled developer options on the phone and installed USB drivers on the PC? Drivers are available from your phone manufacturers website.
