    Now the Location has been turned off as well as the GPS is off.
    Can I remotely switch it ON?

    Welcome to Android Central! Use Google's Find My Device to send a remote Lock command (if you didn't have a screenlock in the first place) and/or remote Wipe command: https://support.google.com/android/answer/6160491?hl=en. As soon as the phone is turned on and connected to the web, this command will take effect.

    You could also use Samsung's Find My Mobile: https://findmymobile.samsung.com/

    At this point, I would also change your Google password, and the passwords for any other sensitive accounts that are also on that phone.

    And if you're in the US, notify your carrier, and ask that they blacklist the phone, so the "finder" won't be able to use it. (If you ever get it back, go to the carrier's store with the phone, photoID and proof that it's your account [like a bill], and they'll take it off the blacklist.)
