Why did this just appear on my phone? I can't even make a call

It just appeared I did not look for this, it started trying to run and i said deny to everything. My phone kept shutting off and then would ask permission to do things again,I accepted this time "not sure why I wad thinking" it has been over 3 hours how do you stop it???
