Samsung S7 ,device maintenace, i cannot agree device security to activate for optimize device

I cannot choose "agree" to activate device security under device maintenance

Welcome to Android Central! Does the button just not register a touch? Is there a long Terms of Service that you have to scroll through? If so, make sure you scroll to the bottom, because sometimes you can't Agree until you've made an effort to look at the whole thing.
