    I need to delete an app requiring device manager

    You have to distinguish between default apps and Phone
    system apps the 1st group you Find them like that..

    Open settings >>Tap-Applications >>a screen that says - ALL Apps
    appears >>Find the app and Tap it to open >>if display the
    [Uninstall] button Tap it to uninstall the app

    if the app isn't on that list >>next in the same screen: on upper
    right-corner Tap the icon with 3-Vertical dots=Points >>Tap the
    option "Show system apps" a long list >>Search for the app
    to delete >>if found it - Tap to open and [Uninstalled]

    Try Settings/Security/Device administrators. If that app is listed there and it's checked, uncheck it.
