Why can't I change display settings on Nougat?

Tablet updated to Nougat yesterday. When I go into the display settings and try to change "screen zoom and font" settings the settings console comes up, and then a loading bar with one of those spinny things on it comes up over it and it does that until I get bored watching it. Left it running for 8+ hours last night. Woke up and still "loading". When I then touch the screen the screen reverts to the top level of settings and the console disappears.
