    If I were to turn off the internet, disabling wifi in my home, would people still be able to use their cell phones to access internet?

    No, except via mobile data.

    Yes, by using mobile data.

    If your wifi router has a "pause" feature that still allows devices to connect to it, the phone's normal preference for wifi would cause the internet to be blocked until the users manually turned off the phone's wifi and went with mobile data only.
