That's not necessarily a hacker. In fact it would be a poor hacker who would advertise his presence by placing icons on the victims screen...
You most likely getting adware, or some rogue app installing other rouge apps.
Think back what the last app you downloaded before the icons started appearing, boot up in safe mode and kill the app(s)
