I noticed this when the LTE was first activated so after getting tired of little to no signal, I went into the secret menu and switched off the LTE and went back to HSPDA and now have 3-5 bars all the time in the same locations. Internet speed has not affected much. Signal strength is -102 dbm on LTE but it is -79 dbm on HSPDA at the same location. The tower is 1.2 miles away and supports both LTE and 3G and HSPDA.

Has this "issue" affected the actual performance of your phone in any way?
You may find that even with a low LTE signal your phone will automatically switch to HSPDAZ as soon as you make a call.
Of course, if it does work better with LTE off then that would be your best option.

You asked if anyone else noticed it. That would depend on your location. Someone in your city might if they were near you, because you may be in a partial dead spot for band 4 or band 17, whichever one they're using where you are. (It can be as simple as what's called "knife-edge refraction" causing the signal to skip over you, and it's highly frequency dependent.

I find about -97 to -101 db from AT&T where I am on band 17, and never had a problem downloading.
