How do I root my android phone Samsung s8+ to my laptop surface

I'm trying to recover my old Samsung s notes from my phone that was stolen and I'm hoping to retreive my info.

Pretty sure "root" is not the word you are looking for.

Is the stolen phone back in your possession?

If not, there is no way for you to get data off it. The best you can do is to get the data from previously made backups or the uploads made by the phone, like Google Photos does.

Ya, see if Samsung automatically backed up the notes to the internet. Switch to either Google Docs or Google keep which will automatically back them up to the Internet.

You've just had a good (and hard) lesson on why it's important to keep anything important backed up to another device, a cloud account or both. S Notes have changed format from time to time, but even screen shots that you backed up would be of some help to you. Or, as Chris said, use a format that all devices can read - Google Docs, text files, even Word documents or Excel spreadsheets. Then you can read the backed up ones with any phone, tablet, laptop or desktop.
