I want to make a catalog app. And make updates for it In the server. And app should download videos and images from sever to different folder in the internal storage. Videos to videos folder and images to images folder. And use them.

Different than what? Everything going to your download or app folder? If you are not being given the option there may not be one. Files are easily moved with a file manager app. There are several on the Play Store, many for free.

If you are the one creating the app, you can put the downloads anywhere you want.

The "downloads" folder is for files that the user is supposed to see outside your app.

The common thing to do, for files that are viewable only in your app, is to create a private folder under the "data" folder.

Your app also has to delete the old files every now and then so that you do not use up all the disk space.
