Android Central Question

Was talking to a person who needed information from a text. Did not know how to get it without hanging up and then calling back

I can in all my Samsung phones... If you tap the recent button, the call will shrink and you can muck around with other stuff as you chat...

Some phones support it, some do not.
Some carriers support it, some do not.

If your phone supports it, you may need to turn on the "enhanced calling" feature in the Settings app.

If your phone supports it, press the "show homescreen" button on the bottom navigation bar to minimize the dialer app and navigate to your texting app.

Ya...its a carrier issue. I know Sprint in the US does not.

Being able to open another app while in a call should have little to do with what carrier the device is on, that only comes into play when you want to access information from online sources. Text messages that you've already received would not count in that, they should be local on the device and you should be able to access your text app and read the previous texts while on a call.

I have an S7 on Vzw and I can. Simply put the call on speaker, hit the home button, open your text app and text all you want.
