After Hard Rest Nexus 10 Fails-After Colored Balls Goes Black Then Nothing

Info Display: Nexus 10 H/w Version 8 Mantaray Boot MantaF01,Lock State LOCKED, WiFi, Carrier NONE, Reboot Mode Flag NONE

I Performed a HARD RESET -Which included wiping all data. Took about 20 minutes.
I then attempted to RESTART
The GOOGLE logo appeared-THEN Bouncing Colored Balls Then Black Screen

I tried to get to the hard reset to try again. Selected the Hard Rest by pressing power button[used as enter key] Screen BLACK
POSSIBLE FIXES?

I keep trying to boot the Nexus 10
Something POSITIVE HAPPENED
It Started Up. It Asked for network to be selected.

Then asked me to sign on to Google-I did that.
It went black.
I suspect that the battery may be low. I am charging overnight connected to charger NOT to a computer.
When I try to start it up. It gets to the colored balls and then goes black after 10+seconds.
I'll see if charging fixes things
I am hopeful.
IF ALL ELSE FAILS I GUESS THE NEXT FIX IS FLASH TO FACTORY SETTINGS
SOMETHING LIKE:
"Flashing the stock firmware image"
I'll UPDATE after charging over night.
OR QUESTION:
Is there a next step to try OTHER THAN FLASHING TO FACTORY IMAGE?
