    I have an android. and its os is 4.2.2 jellybean. the api level of my android is 17. please tell me how can I change this api level or upgrade it, can I upgrade it 23 without installing stock/custom firmware?

    In short, no. The API level is somewhat tied to the Android version. The API level is actually set (I believe) by the version of the Google Play Services framework. If the OS on your device does not support a newer version of that framework, you won't have the higher API level.
