    Are you plugged in to a 5 volt, 21 or higher amps?

    The phone can draw a certain fixed amount of current from the charger. (Even if you had a 21 Amp charger, no phone can draw that much.) If the game installation (plus everything else running in the background) uses more current than the phone can draw from the charger, the extra comes from the battery so, even with the charger plugged in, the battery discharges (just slower than if the charger weren't plugged in).

    That's usually the sign of a battery on its last legs, though. Most phones don't normally use more than an amp, but they can draw more than that from any 2 Amp charger.
