How do i fix system permission issues

What device?
What OS?
What app?
What have you tried?

You say it's a permissions issue, what makes you think that, instead of just a sound being turned off, or something being disabled? Depending on what app you are using they sometimes have a test notifications button in the settings. This would allow you to preview the notification. Have you gone through the settings to see if something is off? Both device and app.
