Can't get rid of "congratulations, you have been randomly selected" message

[Android Central Question]

"Congratulations, Galaxy Note 4 User! You have been randomly selected to spin and get (1) unclaimed reward. Click OK to start." shows up now whenever I try to open Chrome on my phone. I tried going into the app manager and clearing the cache, but it didn't do anything.

1st: Settings > Apps > Chrome > Force Stop
2nd: Chrome > Storage > Manage Storage > Free Up Space > Clear Site Storage
3rd: Chrome > Storage > Manage Storage > Manage > Clear Site Storage

If that didn't work:
Chrome > Storage > Manage Storage > Clear All Data
