    I've taken out the SIM card numerous times and restarted the phone and nothing works.

    What's your phone model please? A normal way into safe mode is: power off your phone first. Then hold and press power button to power on. Next, hold and press volume down button when the logo appears and at the same time release the power button.
    However, not all Android smartphones have safe mode.
